After reviewing some of the sites covering the Rossi E-Cat and his claims and after reviewing literature along with the United States Patent Application Publication that Rossi had filed in the USPTO have made; "it evident that Rossi has no working E-Cat devices as of today September 10, 2011." and that; "he may have found a formulation of elements that will make this process he has called cold fusion an operable energy."
This opens up the opportunity for many to improve upon the newly advanced technology claims within the art of cold fusion. It is a prime opportunity in this scenario for this inventor to exhibit what other companies do to an individual inventor to gain title to a process or invention product.
In this scenario we have an inventor claiming a method and a device born in Italy. He clams he has a "patent" issued to him in Italy. The inventor's name is Andrea Rossi. He claims his product is a "cold fusion" system translating heat into water. His claims state clean heat with low nuclear emissions.
E-Cat is a name applied to a product made by Rossi, he contends his meaning of E-Cat is Energy Catalyzer. The process and device are intended to boil water. The claimed invention E-Cat comes from the intellectual property (IP) of Rossi.
The Cold Fusion process has been studied by many scientists and companies for many years and has not been reproduced reliably in the ranges of appropriate AE or over unity to become a viable choice for energy generation for electrical power. This means that after all the cost factors for the energy source and to produce electricity from the transmutation process of it are added up and compared to the least expensive current method the product is usually pushed forward. If you are putting in 10 dollars and get 10 dollars worth of electricity back your at break even. There are guidelines researchers use and reports show that the Navy has worked on a Cold Fusion process, the Air Force, NASA, and many other United States companies. These guidelines prevent going further on research if the energy return is not within them.

We experimented by using heat from nut oil to cook one egg and it took 20 minutes and eight hand crunched nuts. It is amazing how much heat is needed to hard boil and egg.

The reactor of Rossi is a simple mechanical device that can be manufactured or designed by anyone experienced at designing machinery using electronics and fluid power for prime movers generating heat into steam and further into electricity.
Our belief is that; "if it doesn't cook an egg it won't be worth the effort to design the product" and now it appears that the Rossi E-Cat claims state that his will cook many eggs and produce heat cheaper than any other heat/steam generating methods available today. As an inventor I know for sure when I design a device but don't make it in a 3 dimensional object there may be a few things or methods that aren't going to work exactly as I designed in the design phase of producing an invention product. Also there may be items manufactured to attach to the invention and that when assembled make that invention perform as anticipated but could be manufactured a little better and for less money than the design phase had originally calculated.
This situation as many others have exampled is about the money; you are paying for a product containing potential energy (like oil) that translates heat into transportable electrical energy. There is a price on that currently, and consequently if the Rossi Catalyzer works as stated there will be a difference in the amount of money electricity is currently worth and directly associated with the method and primary fuel for heat exchange currently used in comparison to what will be the cost associated with future production of electricity when the fuel of Rossi's is fully implimented.
It appears from one viewpoint that the costs to the consumer will be maintained and the cost's differences will be in someones bank account. So with the knowledge gained from experience with inventions and combined with the awareness of facts regarding human character, allows me to logically deduce from viewpoint that the mom with kids and dad that are having a hard time paying for energy costs will be cut off and forced to go on a payment plan for the electrical energy provider.
When your beyond the profit with money in the invention field everything is actually for the benefit of others and developing science for others. Of course there is money needed to fund a project but in the US if you have something that works profits are evaluated from beyond the money.

Our team understands that the old words that used to describe a Low Energy Nuclear Recation (LENR) was called cold fusion but some prefer Chemically Assisted Nuclear Reaction (CANR) but there is another newer version called ISCMNS (CMNR) Condensed Matter Nuclear Reaction.
From our understanding of the Rossi process there is a proton exchange from the hydrogen to the nickel at room temperature. Our phantom nuclear physicist explains that ; nickel originates from a star like our sun going supernova, and the last 3 minutes of the event the nickel along with other metals is created. Also nickel is found almost everywhere including away from earth. Simply put nickel has power stored inside and this CMNR liberates some. The issue is that physicists are not able to identify clearly what is happening within this reaction nor can they explain the inability of the process to be repeatable and give the same results time after time even when the same elements are used.
The analogy Phantom physicist suggests in the observations by our team is that the process seems to actually be a "virtualprobabilityfluctuation" (VPF) . Our observations are taking us into the awareness that this reaction VPF is not reliably reproduced at this point today.
